Does the U.S. Owe Cambodia an Apology?

Kudos to President Obama for not using his recent trip to Cambodia as an opportunity to apologize for supposed American sins of the past. His failure to do so must come as a grave disappointment to New York Times White House reporter Peter Baker (an excellent reporter, by the way), who writes an entire article lamenting the lack of an Obama apology.

His piece begins thus: “Four decades after American warplanes carpet-bombed this impoverished country, an American president came to visit for the first time. He came not to defend the past, nor to apologize for it. In fact, he made no public mention of it whatsoever.” He then quotes approvingly from the president of a group known as the Khmer Rouge Victims in Cambodia who claims that Obama “should offer a public apology to the Cambodian people for the illegal U.S. bombings, which took the lives of half a million Cambodians and created the conditions for the Khmer Rouge genocide.” He also quotes Gary Bass, a historian at Princeton who has written an excellent history of humanitarian interventions, who says, “It’s a missed opportunity for Obama.”

Actually, Obama was right not to apologize because it’s not clear what America has to apologize for in this instance. It is grossly misleading to suggest that the U.S. “carpet-bombed” Cambodia, which evokes images of B-52s pummeling Phnom Penh. What actually happened was that during Operation Menu in 1969-1970, the U.S. bombed North Vietnamese Army and Viet Cong base camps in eastern Cambodia with the tacit acquiescence of Cambodia’s ruler, Prince Sihanouk, who was deeply unhappy with the uninvited presence of tens of thousands of Communist Vietnamese troops in his country. Along with the bombing there were several “secret” incursions by South Vietnamese and U.S. troops in 1970 to try to clear out Communist base camps.


The notion that the American bombing somehow made the takeover of the genocidal Khmer Rouge inevitable–in some account by supposedly driving them insane–is farfetched. The Khmer Rouge had been fighting to take over the country since the early 1950s with the active support of the Communist regimes in Hanoi, Beijing and Moscow. The massive incursion of Vietnamese troops into Cambodia in the 1960s, which they used as a staging area for attacks into South Vietnam, further destabilized the country. But what really made the Communist triumph inevitable was the fact that the U.S. Congress cut off aid to the anticommunist regime led by Lon Nol (who overthrew Sihanouk in 1970) as part of the general backlash against the Vietnam War.

The rise of the Khmer Rouge was not a reaction to the American bombing, and the bombing did not remotely inflict anywhere close to 500,000 fatalities. (Most casualty estimates are a fraction of that, and many of the dead were Vietnamese troops, not Cambodian civilians.) It is hard to see why the U.S. did anything wrong: If a country allows its soil to be used for military forays into a neighboring country, that neighboring country and its allies have every right to strike back.

First, the bombing is illegal in any phases. The first phase is between 1967-1970 and the second phase is between 1970-1975. Please watch the killing field and rewrite your story!
Not apologize is one story but make thing up is a nonethical journalism!

Just simple say for one Victims American goverment must compansate at least $US 100 000. than Over 500 000 Cambodians died by the US bomb plus the victimes of psycological after the bombs, that will cost American goverment over Trillions of US dollars and American can't affort that to happen. Therefore, no apology for any issues that related to Vietnam war and US bombing.

President Obama and all American President won't apology at any cost.

Why should American apologize to Cambodia? The one that should apologize is Yuon, the Yuon that have attempted to take Cambodia through their Expansionism policy for century, the Yuon that fooled the world with their conversion of their expansionism to a Conflict War called Vietnam War spreading into Cambodia, the evil Yuon who never apologized but continue to destroy Khmers killing them one by one each day and the Yuon that continue to divide Khmers and making Khmers to kill Khmers for them.

No body see or cares but the Historians like Dr. Christopher E. Gosha, E. Bruce Reynolds wrote a history book about Yuon.

Why should others like Obama whoever he is must apologize for the destruction of Cambodia?

Agreed with 9:00 AM. Actually there were two phases of bombing. Both bombing phases, American target the North Vietnamese/Vietcongs(NV/VC) in Cambodia. The first phase NV/VC use Khmer Territory to stage war against American/South Vietnam Armies in 1966-1970. The second phase the NV/VC took place in 1970 when Lon Nol made coup and brought down Sihanouk. At that time the NV/VC invade Cambodia on the pretext that to help Sihanouk regained the power back from Lon Nol. The sole purpose of the American bombing is eliminate NV/VC armies. I see no reason for American to apoligize since the intention was to help Khmers to get rid of the communists NC/VC.

At that time the U.S. is at war with the North Vietnamese/Vietcong and Sihanouk allowed the Viets to take refuge, to recoup, to re-supply using their bases in Cambodia. The U.S. went after the ennemy which happen to be in Cambodia? It's like using civilians as cover of course, there will be collateral damages. Vitecong fought with G.I and South Vietnam. Whereas Vietcong, Ho chi Minh, Phan V. Dong allied with Sihanouk who provided Military equipments transport and supplies from Chinese aids through Kg Som, Sihanoukville to help Vietcong.
Sinouh allowed safe sanctuary also foods supplies through the Estern Khmer provinces to Vietcong to retreat and reinforcement to front line in South Vietnam.
Vietcong won the war in earlier 1970.
Sinouk went to Pakin in March 1970refuse to return home instead from Paris to resolve the 40,000 to 50,000 even though his mom called him to come back due to Vietcongs stationed inside Khmer lands be ready to invade Cambodia.
Lon Nol & Sari matak had no choice to form a new government against their wills.

Sinouk went to Parkin to appeal to all khmer to join "Prey Markis" with K.R.
No doubt Sihanouk was so popular with majority Khmers in Cambodia joined K.R.
Without Sihanouk there was no K.R.
Without Vietmin, Vietcongs whose formed in 1920 by Ho Chi Ming, these was no Vietming existed.
Therefore this was a formula:

Ho Chi Ming + Vietcongs + Khmer Vietming (Tou Samuth)his dead was replaced by Pol Pot + Sihanouk + Chou En Lay (chinese)= Killing Filed in Cambodia.

Youn Plus Sihanouk + Hun Sen have to apolozise to Khmers and pay back Cambodia to be free and pure democracy for not to be Cambodia Vitenamization.

I can't think when America had to apologize to any little country. I thought being an American educated law student should have expanded one's intelligent level further than the emotional level displayed here.

To naively believe the American bombing led the Khmer Rouge to kill their class-enemy, their own Cambodian people, is to disrespect the KR victims. The bombing may have made them hate America, but the Khmer Rouge boost came not from the bombing, but from the ideology of the vietcong/minh, red China, and the King's call. The killings of the innocents were of no one's fault, but the dark hearts of Pol Pot and his communist cohorts.

However, it was very disappointing for President Obama to show the world that he did not care much about Cambodia. A small gesture or speech acknowledging the people in Cambodia, in America, and the world who looked up to America and respected him would have made a world of difference. Just because the Cambodian government and leadership did not deserve the acknowledgement, there are many, many Cambodians and Cambodian Americans who adore America and Mr. Obama.

Also, even the US would never apologize for getting Cambodia into the vietcong's war, an acknowledgement of the suffering and tragedy would provide some kind of closure.

Finally, while someone earlier said America was not the cause of the Khmer Rouge, like wise, the current Cambodian had nothing to do with that loan that the Lon Nol regime borrowed to survive fighting a war in support and solidarity with the US. The least that a Super Power like America could do is to wipe that loan.

We also need to talk later about China, the vietcong, and Russia for their parts in that tragedy...

US policy didn't want to the communist movement expansion through South East Asia. When the Youn saw this opportunity they take this advantage on US craving Democracy in South East Asia. Thieu had meeting with US counterpart in the morning and at night they went to jungle meeting with VC. revealed all the secret of US meeting. The US spent money 200 billion of dollars and manpower close to 60k soldiers in VN. war.

The most disappointed and a disaster for Cambodian opposition is President Obama didn't intervene in a convicted criminal Sam Rainsy's case when he talked with PM Hun Sen in Cambodia. Thus, how can Sam Rainsy return to Cambodia as he has always said all along????

Sam Rainsy's political career is dead in the water. Please enjoy life after politics.
